Mikan is the nurse character in Phantom Dust. Even though she too has lost her memory (including knowledge of medicine and health care), she can be found in the Clinic, where she tends to the sick or injured. Mikan is a non playable character, as she is not an Esper.
On a side note, mikan means "tangerine" in Japanese.
