The name Seel is probably a deliberate misspelling of the word seal, regarding its seal-like form.
Characteristics[ | ]
Seel are moderately large sea lions in white fur with horn-like protuberances on their foreheads and red tongues that they constantly let dangling out of their yellow mouths. They live in glacial environments in the midst of iceberg-filled oceans. Humans living or working in these areas often have Seel companions.
Seel are well suited to life in the most frigid reaches of the planet. They are nocturnal; in the daytime they are seen asleep on the seabed in shallow water. When hunting, Seel stay in the ocean because they cannot walk on land. Instead, they swim in a rather graceful fashion literally underneath sheets of ice floating on the water’s surface in their environment in search of their prey. Even though the air is a frigid 14 degrees Fahrenheit and the water itself is a somewhat less chilling 40 degrees, their fur hides are thick enough to insulate Seel from either degree of cold and their nostrils automatically close by themselves to ensure their ability to remain underwater. When they need to take in air, they will use their hard horns to punch holes through the ice sheet above and pop their heads out.
Seel's face also resembles Mr. Frosty from the Kirby series.

Wild Seel can be found in Seafoam Island in the Pokémon Red, Blue, and Yellow versions as well as the enhanced FireRed & LeafGreen versions where it can also be found in the IceFall Cave. In the Gold & Silver versions it can be found in the Whirl Islands where Lugia resides. Additionally, in Pokémon XD: Gale of Darkness, it can be snagged from Cipher Peon Egrog in Phenac Stadium.
Seel’s stats are generally average among Basic Pokémon, meaning that it is not especially easy or difficult to train until it evolves into the stronger Dewgong at level 34. Wild Seel in Pokémon FireRed & LeafGreen are often encountered holding the Aspear berry. When purified in Pokémon XD, it will gain the previously unattained move Helping Hand.
In Super Smash Bros. Melee Seel is a Pokéfloat. After the second half of Venusaur is revealed, the screen moves continually to the right without stopping and so fighting does not stay on Seel for very long.
Anime[ | ]
Seel is a Pokémon owned by Lily, Violet, and Daisy, the 'true' Gym Leaders of Cerulean City (Misty is usually off traveling with Ash Ketchum). When Team Rocket invades the gym, their machine sucks up Seel and Ash's Pikachu. Pikachu uses the water in the gym arena to short-circuit the machine and free all of Lily, Violet, and Daisy's Pokémon, including Seel. At a later date, in another battle with team Rocket, it evolved into Dewgong.
After that, another Seel is friends with a Slowking on Shamouti Island in the Orange Islands, and then it was seen in the Whirl Islands. It has appeared in many episodes,but the rest were just cameo roles.
Manga[ | ]
In Pokémon Special, Seel is the first Pokémon Lorelei owned. As a child, Lorelei saw her Seel become poisoned due to the effects of nearby industrialization. Agatha, who was passing by, healed the Seel using her Gastly. This encounter with the negative effects that humanity had on Pokémon would be the motivation Lorelei had to join the Elite Four in a plot to destroy all humanity years later.

Seel have appeared several times in the Pokémon trading card game as Basic Water-type Pokémon in the Base Set, Gym Heroes (as Misty's Seel), Gym Challenge, Neo Destiny, Skyridge (twice), and EX FireRed & LeafGreen expansions. It has also appeared as a Basic Colourless δ card in Dragon Frontiers.
