Game takes place in a city called Frame City. A visualization tool is created allowing for realistic images and used throughout the world. A terrorist group lead by a man named Khan uses this device and visual data called Visual Acid to shock people to death. The main character you play, Crow, is a hitman and part of the special forces SOU in the futuristic city setting hired to stop the terrorist organization.

After repeated delays in development, a lack of presentation in numerous trade shows, and with media releases that failed to impress,Namco decided to cancel the title in May 2006
