The crest of the Hyrule royal family. The phoenix itself has never made an appearance in a Zelda game, nor is it ever directly referenced. But statues, replicas and marks of it have appeared all over Hyrule since The Legend of Zelda: Ocarina of Time.

The phoenix is symbolic of the constant rebirth of the characters in the Zelda series, and the death and rebirth of Hyrule itself. Link's shield usually has a crest with a phoenix on it, but in some games it's a fairy, and sometimes even a cross. All of these things imply rebirth.
