Tengen was a division of Atari Games, the original arcade division of Atari, Inc. before the company was split into two separate companies. (The home computer and videogames division continued for a time as Atari Corporation). It dealt mainly with developing and publishing home versions of arcade games.
Originally Tengen was a licensed third-party game publisher for Nintendo, but circumstances drove the company into publishing its games independently of Nintendo's control, which brought them into lawsuits with Nintendo regarding patent infringements concerning the use of a bypass chip that would unlock the Nintendo Entertainment System's lock-out chip.
They were also sued by Nintendo over the home rights of publishing Tetris for the NES, resulting in their version being pulled from the market and replaced by Nintendo's version.
Despite this, Tengen continued to publish games for the NES in addition to other systems such as the Sega Genesis, the Sega Master System, and the TurboGrafx-16. In 1993, after Time Warner bought a controlling stake in Atari Games, the Tengen name was discontinued and home games were now released under the Time Warner Interactive (TWI) brand.
